The Licensing Act 2003 sets the rules for businesses that sell alcohol, provide entertainment, or serve hot food and drinks late at night (between 11pm and 5am). East Herts Council is responsible for licensing these premises across the district.

Our current Statement of Licensing Policy was adopted in 2021 and is due for review this year.

The policy explains how we make licensing decisions and includes information on topics such as:

  • Licensing hours – page 19
  • How we consult on licence applications – page 39
  • Enforcement and how we deal with complaints – page 50

The policy has worked well over the past five years for businesses, residents and other organisations, so we are not proposing any changes as part of this review. However, before deciding whether to renew the policy, we want to give everyone the opportunity to have their say and share their views.

Please read the draft policy.

The consultation is open from 9am on 3rd August 2026 to 9am on 1st September 2026.
